Chapter One Sanya University Profile
【Fundamental State】
Sanya University is located in an ecological paradise in China’s only tropical city, Sanya. It is an independent College authorized by Ministry of Education, P.R.China and sponsored by Mr. Li Shufu, Chairman of Geely Holding Group. Since its establishment in 2005,the University has developed into an educational institution of fourteen schools, offering 56 undergraduate majors, with a student population of nearly 20,000 and a working staff of over 1300. The reputation and national ranking of Sanya University rises year by year, acquiring prominent media coverage and a 2011 ranking the third among the more than 300 independent Colleges in China.
The University campus covers an area of 200 hectares, with a total building floor space of more than 600 thousand square meters. Within the shadow of lush mountains and easy reach of the beautiful South China Sea, the campus has modern teaching and living facilities scattered among fragrant tropical gardens. Students are provided with an idyllic environment for study, residence and campus activities.

Chapter Two Rules for International Students
Article 1Well understand and comply with the Mission, the Spirits and the Mottos of the University;
Article 2 Abide by the pertinent laws and regulations of the Chinese government;
Article 3 Observe rules and regulations formulated by Sanya University and social morality;
Article 4 Respect all staff and faculty members in the University;
Article 5 Abide by learning discipline, work hard and complete the required courses of study conscientiously;
Article 6 Cherish all the property and equipment in the University;
Article 7 Form a good habit of studying, hygiene and civilization;
Article 8 Actively participate in the activities organized by the University, effectively combine the study with social activities and strive to get some accomplishments in study;
Article 9 Respect the social customs and habits of the people from different countries;
Article 10 Maintain and promote friendship and unity among peoples of all countries;
Article 11 Preserve fraternal unity among classmates and respect each other.
Chapter Three Campus Order and Extracurricular Activities
Article1International students must obey Chinese laws and comply with rules and regulations of Sanya University; they must respect China’s social morals and customs.
Article 2 Sanya University encourages students and their organizations to carry out all kinds of academic, scientific, technological, artistic, recreational, and sports activities on the basis that those extracurricular activities must not impact the regular teaching and living order.
Article 3 If international students want to set up associations or organizations of one or more countries for the purpose of study and friendship, they should submit written applications to School of International Education. After getting permission from School of International Education, they should go to make a record in Municipal Public Security Organs and Security Department of the University. If they want to set up a trans-school or trans-regional organization, the organizer should apply to the Municipal Public Security Organs and observe the corresponding rules.
Article 4 The University doesn’t usually organize international students to participate in political activities, but international students are welcomed to join in voluntary labor works for common good.
Article 5International students must obey relevant Chinese laws and regulations for activities like publishing, association, assemblies, parades, demonstrations, etc.
Article 6 Sanya University respects the ethnic customs and religious beliefs of international students, but does not provide places for religious gathering. Any religious activity, such as religious meeting, preaching, etc., is strictly prohibited on the University premises. Details in this regard can be found in “Provisions on the Administration of Religious Activities of Aliens within the Territory of The People’s Republic of China”.
Article 7 With the permission from the University, international students can, within the designated locations, organize celebration activities for their nations’ traditional festivals. The celebrations must not contain any verbal act against other nations, or any behavior in violation of social morals.
Article 8 International students who drive automobiles to the University must apply for a vehicle pass from Security Department of the University. No motorcycle is allowed within the University.
Article 9International students must conscientiously maintain public order, teaching and living order at College and observe the regulations worked out by the University. Gambling, excessive drinking, physical assaulting, drug taking and trafficking, and any other behavior that disrupts the University’s educational, research and life order are strictly prohibited.
Article 10 When studying at the University, international students are not allowed to start a career, do a business or activities of making profits, but they can take part in some activities of hard work to support study in accordance with the regulations about international students participating in external work-study activities. Whoever is going to ask international students to take part in some activities of hard work to support study should inform the School of International Education and make a record before working.
Article 11 Students should obey rules of the University to stop class or change class when there are some important activities.
Chapter Four Students’ rights and Obligations
Article 1 The international students' legal rights are protected by Chinese laws and the University should respect students' legal rights.
Article 2 International students have the following rights when studying in Sanya University:
1. To participate in various activities arranged according to educational orteaching programs and to properly use educational or teaching facilities, equipment, books and materials provided by the University;
2. To participate in social activities, and to organize or participate recreational sports activities in Sanya University;
3. To apply for the scholarship according to the regulations;
4. To receive a fair evaluation of their academic performance and moral character, and receive an education certificate or academic degree certificate, as appropriate, upon completion of the required programs;
5. To lodge a complaint with the competent department if he or she refuses to accept punishment imposed by the school, and to lodge a complaint or bring a lawsuit, in accordance with law, against an infringement upon his or her rights of the person or property or other lawful rights and interests by the school authorities or teachers in case no settlement can be reached by negotiation at first;
6. To give suggestions on the concepts of education, teaching mode, teaching management in every aspect of the work or reformation in the University.
7. Other rights as stipulated by law or regulations;
Article 3 The international students must fulfill the following obligations and duties:
1. Abide by the laws, decrees and relevant regulations of the People's Republic of China and the University’s regulations for discipline;
2. Respect the social customs and habits of the people from different countries;
3. Maintain and promote friendship and unity among peoples of all countries.
4. Respect teachers, classmates and other people, Preserve fraternal unity among classmates and help with each other; cultivate the good habit of civilized manners;
5. Abide by learning discipline, Study hard and complete assignments conscientiously;
6. Pay attention to hygiene in public places and public morals;
7. Other obligations and duties as stipulated by law or regulations.
Chapter Five Academic Guidance
1. Registration for Newly Enrolled International Students
1.1 On arriving at the University, those newly enrolled students should register at the School of International Education within the period designated in the Admission Notice. Those who are not able to register within the specified period for some reasons must request in advance for permission of later registration, or else they will be treated as truants. Failure to register within two weeks after the specified deadline without permission will automatically lead to the cancelation of their student status.
1.2. The newly enrolled international students shall bring the following materials to register at the office of School of International Education:
(1)Admission Notice;
(2)the Physical Examination Record for Foreigner(PERF);
(3)Form JW201 or JW202;
(4)passports;
(5)8 photos (2-inch bareheaded with a white background);
(6) the receipts of tuition and accommodation fees(New Students are expected to have paid the full amount of their annual tuition fees, accommodation fees and other fees prior to, or, on their designated day of registration. Keep a copy of the receipt in School of International Education)
(7) All international students in Sanya University shall join international medical insurance for accidental injury and hospitalization. For those who have purchased international medical insurance, please submit a copy of their health plan and a Medical Insurance Certificate Form to School of International Education on the day of registration. For those who hasn’t purchased, the University will help to buy the insurance. The insurance payment is at students’ own cost. The cost is 600 RMB/ year/person; 300 RMB/half year /person. This expense is non-refundable.
1.3. Apply for dormitory check-in procedure, and sign their names before getting the keys to their own dormitory. Students should lodge in the pre-assigned room.
1.4. Attend Entrance Education for international students. Read the Handbook for International Students carefully and strictly abide by it.
1.5 Apply for the Students ID, Campus Card. Get the school badge, school calendar and the class schedule in the School of International Education.
1.6 The fee for the teaching materials is collected by the Financial Department of Sanya University.
1.7 For those who are to study in Sanya University for more than half year, please take the required materials (see chapter six Resident Permit) to apply for the Temporary Residence Registration from for Foreigners, Resident Permit within the period designated. All the expenses should be covered by themselves.
2. On-campus Student Registration
2.1. Current students must register at the office of School of International Education within the specified period at the beginning of each semester. Those who are not able to register within the specified period for some reasons must request in advance for permission of later registration and go through the relevant procedures, or else they will be treated as truants. Failure to register within the two weeks after the specified deadline without permission will automatically lead to the cancelation of their student status.
2.2. They need to bring with them their student cards to register at the School of International Education, which will be made valid by stamping on it the registration seal.
2.3. After all the relevant fees are paid within the specified period, the students can get the qualification to study. Without registration, international students are not allowed to take part in any teaching activities in the University.
3. Length of Study
Sanya University has international students for degree program or short-term Chinese language program. Undergraduates usually study in Sanya University for four years. For those who can’t graduate in the specified time, they can extend their studies, with two more years at most according to their special circumstances. For those who still cannot fulfill the qualification to graduate within 6 years, the University will cancel his status as a student in Sanya University.
4. Academic Schedule
4.1. Sanya University's academic year is divided into two semesters:Fall semester and Spring semester. Each semesters are generally l8 weeks,with the last two weeks of each semester designated as review and testing periods.The academic year and fall semester usually begins in September,and spring semester generally begins in February.Each week has five days for classes, with Saturday and Sunday for rest. Students who are not able to attend course studies because of illness or other reasons should make application for leave in advance.
4.2. Each academic year has a summer vacation and a winter vacation. Summer vacation usually starts from early July to September, which is about 8 weeks. Winter vacation usually starts from January to March, which varies from year to year. In total it usually lasts about 6 weeks.
4.3. All international students should report to the School of International Education the location of their vacation prior to leaving the University. Then the School of International Education will report to the Police Station and the international student need to apply for the relevant procedures for going to another city. Each student should make sure about his plan for where to go.
4.4. For more specific details on this semester’s schedule,please consult the academic calendar.
5. Attendance and Excused Absences
5.1.International students must attend all the courses and other education links stipulated in the University’s education arrangement and all the other compulsory activities prescribed by the University. International students should conscientiously observe study disciplines. It is the teacher who will record the attendance of international students. The final grade of each course will be partial decided by each students’ attendance in this course.
5.2. International students should conscientiously abide by learning disciplines. Do not be late for classes, and do not leave or be absent from classes without excuses. Students who are tardy for classes three times will be regarded as truant for one class.
5.3. International students enjoy Chinese legal holidays, summer and winter vacations of the University, but will not have days off on the holidays of their native countries. If a student has a good reason to ask for a leave of absence, they shall notify and seek approval from the University.
5.4. Students who are unable attend the classes shall ask for a leave of absence in advance. For those who ask for sick leave shall provide medical certificate from school clinic or hospitals of Class A Grade two or above (those from private hospitals are invalid). For those who ask for a leave because of personal issue, they shall submit written application in advance to the School of International Education. Only when the application is approved, can it take effect. Those who fail to ask for a leave or those who exceed their permitted leave time will be regarded as skipping class. According Disciplinary Regulations of Sanya University, students who skip class will be criticized or given disciplinary penalties in accordance with the following principles:
a. A warning will be given to those who are absent for 2 ? 4 days consecutively or 10 ? 20 class hours cumulatively.
b. A serious warning will be given to those who are absent for 5 ? 6 days consecutively or 21 ? 30 class hours cumulatively.
c. A demerit will be registered for those who are absent for 7 ? 8 days consecutively or 31 ? 40 class hours cumulatively.
d. Those students who are absence for 9 ? 10 days consecutively or 41 ? 50 class hours cumulatively will be placed on probation.
e. Students will be disqualified for the exams of the course of which they are absent for more than one third of the whole class.
f. Those who are absent for 2 weeks continuously or more than 50 class hours (including 50 class hours) in accumulation in one semester will be asked to quit school.
5.5. Whether on sick leave or private affairs leave, degree students whose absence from class cumulatively exceeds two-thirds of the total number of classes in a semester will be regarded as having voluntarily dropped out.
5.6. Students resuming classes, whether their leave is due or not, are expected to report in time to the School of International Education.
5.7. In the event that the student needs to extend their leave, they must contact the School of International Education in person or in writing. Otherwise, he/she will be taken as missing classes.
6. Assessment and Academic Record
6.1. Students should take assessment of the courses and other curricular activities as required by the curriculum. The result of assessment will be kept in the transcript and filed in the student personal record.
6.2. There are two forms of assessment: examination or pass/fail assessment. The hundred-mark system and Grade system are generally applied to record the exam result. Students will obtain the credits of a course after they get 60 points or more, or pass in that course. Both final examination result and performance during the semester/term should be taken into consideration to evaluate a student’s academic performance in a course. The latter should cover a reasonable proportion.
6.3. International students who are hospitalized or have to stay in a hospital for further observation in emergency cases can apply for postponing exam(s) with certificate from hospitals of Class A Grade two or above. The application shall be approved by the School of International Education. The students in the case of postponing exam(s), in principle, should attend the make-up examination of the course. The result of a postponed test is usually the mark/grade a student gets from the final examination paper. For those who cannot pass the exam of that course, they will fail in that course.
6.4. If a student does not attend the assessment of a course without the approval of the School of International Education, he/she will be regarded as being absent from test without good reason. Thus the course will be scored ZERO or FAILED and he has to re-attend that course and take the exam. All the fees of re-attending in that course have to be paid by the student himself.
6.5. If a student is not satisfied with the test result of a course, although he/she has passed the assessment, he/she can re-take the course. The result of re-taking the course will be put on academic file and the higher mark/grade will be recorded as the valid result.
6.6. Students must re-attend a compulsory course if they fail the assessment, and the newest mark/grade will be recorded as the valid result. Students can choose to either re-attend the course or take another course if they fail the assessment of an optional course. Students are not allowed to re-attend the course which they have passed.
6.7. Students should strictly abide by the examination discipline. Misconducts, such as cheating are forbidden during the examination. For student who has seriously violated the test regulations will result in a score of zero for the course. The offender will be criticized and subject to disciplinary action which includes warning, serious warning, demerit, or probation on campus. It will be recorded on the student’s record that the student committed a violation of the test regulations.He has to re-attend that course. The offender (not including student subject to probation on campus) who behaves well afterwards will be given a chance to re-take the course or examination before graduation.
6.8. For those students who observe the school discipline and have got an outstanding achievement in the study, he will be recommended to pursue an advanced degree by the University.
7. Course Exemption, Self-education, Elective Course, Re-taking the Course, and Postponing Exam
7.1. Course Exemption
(1) Students except those students whose major are Philosophy, Political Sciences and Economics Sciences can apply for exemption of the political theories courses.
(2) For those students whose native language is English can apply for exemption of English.
(3) Academic education students can apply for the Course exemption according to their teaching plan in their school.
7.2. Self-education
Students with good academic performance, strong self-teaching ability or whose courses clash with each other in time can apply for exemption from the whole course or part of a course with the approval of the course teacher and the person in charge of academic affairs in his/her specialty school. The students who are exempted from a course or part of a course can apply for being exempted from handing assignment, but they shall still attend experiments and examinations.
7.3. Elective Course
(1)Students can take the feature courses which are offered by School of Arts, Conservatory of Music and School of Physical Education as elective courses. Each elective course has some credits,and the result will be recorded in the Transcript . Students can choose those courses according to their interest. Once students have chosen one of the courses as elective course, they should finish the course to get the credits.
(2)For those students whose native language is not English can choose English as elective course.
7.4. Re-taking the Course
Students can re-attend a compulsory course if they fail the assessment. Students can choose to either re-attend the course or take another course if they fail the assessment of an optional course. A re-examination can be offered before the students’ graduation in the case that the course is not offered in the last term before graduation and thus re-attending the course is not possible. If a student is not satisfied with the test result of a course, although he/she has passed the assessment, he/she can re-take the course for no more than twice. The result of the re-taken course will be put on academic file and the higher mark/grade will be recorded as the valid result.
7.5. Postponing Exam
International students who are hospitalized or have to stay in a hospital for further observation in emergency cases can apply for postponing exam(s) with medical certificate from hospitals of Class A Grade two or above. The application shall be approved by the School of International Education. The students in the case of postponing exam(s), in principle, should attend the make-up examination of the course. The result of a postponed test is usually the mark/grade a student gets from the final examination paper.
8. Incentive
8.1. As to the excellent students who obey the laws as well as the regulations of the University, unite classmates and respect teachers and labors, will be honored and awarded.
8.2. The principle of combining moral encouragement with material reward shall be applied in rewarding students. The mainly incentive is moral encouragement. The methods of reward include oral commendations, circulating a notice of commendation, issuing the certificate and providing different grades of materials reward.
8.3. Students who behave himself/herself to the laws and regulations of the University, and have achieved academic excellence can apply for the scholarship in the University. Scholarship will be assessed once a year. There are First-grade Scholarship, Second-grade Scholarship and Third-grade Scholarship. Scholarships generally do not exceed 30% of the total number of students, with First-grade Scholarship no more than 5% of the total number of students, Second-grade Scholarship no more than 10%, third-grade scholarship no more than 15%.
8.4. Requirements for scholarship:
1) Observing the ‘International Student Behavior Expectations’ and outstanding in academic results and social activities.
2) Working hard in academic studies and passing all the course examinations.
3) Complying with the laws, and observing the rules and regulations of the University. Never be punished because of violating the discipline.
4) Paying the tuition fee on time.
5) Studying in Sanya University for a year or above.
6) The basic requirements for each scholarship:
a. First-grade Scholarship: students whose comprehensive evaluation scores have to be 85 points or above.
b. Second-grade Scholarship: students whose comprehensive evaluation scores have to be 80 points or above.
c. Third-grade Scholarship: students whose comprehensive evaluation scores have to be 75 points or above.
8.5. Scholarship Preferences: activist of public events, important competition winners, student leaders.
8.6. Winners of the scholarship will receive award certificate and the honorary titles of “Outstanding International Student.”
8.7. Students who have been offered fee remission or accommodation cannot participate in scholarship competitions.
8.8. Scholarship is assessed based on: 1) academic performance; 2) attendance (according to the records of the University); 3) participation in the activities organized by the University.
8.9. Geely Group distributes the Shu-fu Awards for Academic Excellence to the outstanding International Students. The purpose of this scholarship awards is to encourage its students to persevere and strive to achieve academic excellence. All international students who excel in their studies have the opportunity to receive this award.
9. Punishments and Penalties
9.1. Any students who violate the rules of Sanya University will be punished accordingly such as:(1)Warning;(2) Serious disciplinary warning; (3) Demerit; (4) Probation; (5) Expulsion.
9.2. Sanya University will notify the students of any punishments concerning attendance and all other rules and regulations of the University.Punishments must be stipulated by semester basis.
9.3. The student who has one of following instances will face the penalty of warming、comment、or expelled from school by College.
(a) Any student to participate in illegal or unacceptable activities on or off campus will be punished accordingly.
(b) Unexcused absences from class or examinations, cheating during any tests or examinations,or plagiarize, or copying any experimental reports etc.
(c)Any acts of mental,sexual or physical violence is not permitted and punishment will be given accordingly.
(d) Actions such as stealing,racism etc. will not be tolerated.
(e) Not be honest when dealing with all workers,students and teachers of Sanya University.
(f) Gambling and excessive drinking on and off campus grounds.
(g)Any acts of destruction of the instruments, equipment, books and other public goods on the campus.
(h)Whoever creates disturbances or disturbs public order, which may undermine the reputation of Sanya University.
(i)Any acts of theft,destructions or harm on and off campus.
(j) Violating the Statute of Chinese Public Security and any other laws and regulations of the Chinese government.
(k) Inciting disturbances and seriously disturbing social order.
9.4. Any disciplinary actions directed by the Sanya University may be appealed by the student through written documentation within thirty days of the incident.The school must respond to the written request within thirty days after receiving the request.
9.5. Any documents forwarded to Sanya University regarding the students will be kept on file.
9.6. Scholarships can be revoked if the student gets serious warning, demerit or above disciplinary penalties. The student will be responsible for returning the money that was granted by Sanya University.
9.7. If a student is given a punishment and acts in a mature manner, the punishment may not be so severe.
9.8. students who get penalties will be notified to their parents by School of International Education.
9.9. For the students who are to drop out of school, they will only receive a Certificate of Study for the time that they have completed. However they will not receive any certification if they are expelled by the University.
10. Specialty Transfer
10.1. International students of other than Chinese Language majors can apply for specialty transfer with reasons as follows:
1) Certain illness or physiological defect is found after the student gets enrolled by the University and certain medical institutions designated by the University produce the proof that with the illness or physiological defect, the student is not able to continue studies in the current specialty but able to study in other specialties within the University;
2) Students verified by relevant departments and offices, indeed have difficulty studying the current specialties and his/her personal development will be hindered if the specialty is not transferred;
3) Students have outstanding achievements in certain fields (high standard paper, academic research achievement, award certificate, etc.) and their talents will be better developed if the specialty is transferred;
4) Students with other special reasons.
10.2. The application for specialty transfer should be made by the student him/herself with relevant certificates and materials approved by the departments and offices concerned. Applications from Chinese government scholarship students should be approved by China Scholarship Council and their countries’ embassies in China.
In principle, only one specialty transfer will be allowed for an international student. Generally the transfer application should be made in the first week of spring or autumn term.
10.3. International students in the following cases will NOT be allowed to specialty transfer:
(1) Students who are in their third year of studies;
(2) Students who are ordered to quit school;
(3) Students who are from international exchange program or intercollegiate exchange program.
(4) Without any proper reason.
11. Suspension of Schooling and Resuming Schooling
11.1. Students who are unable to continue their course due to personal reasons or illness may apply with a personal written application to the School of International Education for a leave of absence.Students can be subject to suspension under any one of the following situations:
(1) In the event that a student is diagnosed with an illness or injury that is expected to cause the student to be unable to attend more than one third of the total credit hours for the semester(due to recovery, treatment), or in the event of certain diseases, a student may suspend their study at the University.
(2) In accordance with the provisions of the law in students' home countries, students must get back to their countries to serve as a soldier.
(3) Students whose absences from class accumulatively exceeds1/3 (one-third) of the total number of classes in a semester.
(4) Students may apply for suspension due to special circumstances by submitting an application or may receive suspension from the University if circumstances warrant such actions.
11.2. Suspension time is usually one year. Degree students can suspend for a maximum of 2 years. Those, who need to extend the period of suspension due to military service, can suspend for a maximum of three years upon submission of related certificates. The time for suspension is not included in the academic year of the degree students. During suspension, his/her student status shall be kept.
11.3. Application for suspension of schooling should be made by the student him/herself with agreement from his/her parents and verified by the specialty school and submitted to the School of International Education. Student who is to apply for suspension should pay half year’s tuition as a deposit for his/her student status (the deposit will be transfer to his/her tuition when the student resumes schooling). A certificate for suspension will be given to the students for leave of absence. Student who has suspended schooling shall leave the University within 15 working days since the suspension is approved. During the suspension period, the person will no longer enjoy the status of an enrolled student. Students themselves and their relatives are held responsible for the safety of the students during the period of suspension.
11.4. After the end of the suspension, the international student can make application for resuming schooling before the new term begins. When the student who has suspended schooling due to illnesses apply for resuming schooling, they should provide recovery certificates from hospitals of Class A Grade two or above and be confirmed by campus hospital. Student who has suspended schooling due to infectious illnesses can resume schooling until their recovery is confirmed by China’s health quarantine institution. The School of International Education is responsible for arranging the student who is to resume schooling to return to the original specialty and suitable grade to study. Students who seriously violate Chinese laws and regulations during the suspension period will be disqualified from resuming schooling.
11.5. Those who do not apply for resuming according to regulations of the University or who do not apply for resuming after expiration of suspension will be regarded as a dropout. Sanya University will cancel their status as a student in Sanya University.
11.6. Those who have resumed study will be arranged to the corresponding grade in the same major to study.
12. Drop Out of School
12.1 International students in the following cases should be ordered or permitted to quit school:
(1)Students who fail to register 2 weeks after the stated registration date without good reason;
(2)Students who fail to apply for resuming schooling 2 weeks after the end of suspension of schooling or whose applications for resuming schooling are not accepted;
(3)Failed courses or courses failed to get credits reach the standard to be dropped out;
(4) Students who are absent from classes and other activities in College for 2 weeks without asking for a leave;
(5) Those who are absent for more than 50 class hours (including 50 class hours) cumulatively in one semester;
(6) Students who fail to complete the studies within the prescribed length of schooling (suspension of schooling included);
(7) Students who have been given a total of four times’ warning for dismissing and receive another warning for dismissing;
(8) Students who are diagnosed by hospitals of Class A Grade two or above as being unable to continue their studies due to illnesses or accidental disabilities;
(9)Students who have anti-China words and deeds at the University, in serious cases;
(10) With severe violation of laws or regulations during schooling or suspension;
(11) Out of the students’self intention.
12.2. The case of international student quitting schooling is to be discussed and decided by the Presidents meeting in Sanya University. The University will issue a Quitting Schooling Notice and deliver it to the student concerned
12.3. The aftermath of the students’ dropping out of school will be dealt with according to rules as follows:
(1) Students who quit schooling are expected to complete the quitting procedures within the stipulated time (generally two weeks after receiving the Quitting Schooling Notice).
(2) Those who take withdrawal shall be given proof of schooling, withdrawal and examination results. Those who take withdrawal complete a two-year course of study earn an associate degree. For those who have not go through the procedures for withdrawal within two weeks without excuses, the University will cancel their status as a students in Sanya University, and will not provide any proof or certificate.
(3) Students who quit schooling because of illness (including unexpected disability) should be taken back home by their parents or guardians.
(4) Students who quit schooling will not be reimbursed their tuition, and they cannot apply for resuming schooling.
(5) Student who has dropped out of school must be reported to the Exit-Entry Administration Bureau to cancel their resident permit and then exit from China within the time limit as required.
13. Graduation, Completion of the Curriculum and Completion of the Courses
13.1. Degree students who complete all the studies within the prescribed length of schooling and meet all the requirements for graduation will be issued Certificates of Graduation. Qualifications for graduation should be based on the education scheme formulated in the year of admission.
13.2. A bachelor’s degree will be conferred if a student meets all the requirements of the syllabus and is verified by the University as being able to graduate.
13.3. Degree student who has completed the courses required by the curriculum, but has not reached the standard established for graduation, may finish the study and will be issued a Certificate of Completion of Study. Within the period specified by the University, the student may retake the relevant courses or redo the graduation thesis or design. Once the standard for graduation is reached, the student may change the Certificate of Completion of Study to the Diploma; the date of graduation will be the date of issuance of the diploma.
13.4. The school issues an associate degree to the students who leave school after they have studied for two year and more in Sanya University.
13.5. Chinese language students who have attended the classes as required and passed the examinations will be issued a Certificate of Completion of Study. Those who do not take or fail to pass the examinations will be given only a Certificate of Study certifying they have studied at the University.
13.6. English translations of above certificates are available as needed.
14. Procedures for Obtaining Pertinent Documents
Pertinent documents, such as Student Identification Card, Campus Card, Certificate of Study and Transcript serve to justify the status as a student in Sanya University as well as a protected right when studying in the University. To apply for the pertinent documents, you must follow the appropriate procedures and provide the required documents. Students must provide the University with the original copy of the required documents. These documents must not be forged or damaged. Students who damaged or forged their documents will face persecution by the Chinese Laws and Regulations of Sanya University.
14.1. Student Identification Card
(1) International Students will be given a student ID card by the School of International Education after they have registered.
(2) Student ID card should be with the student at all times. Students are not allowed to lend and borrow ID cards, or alter the students ID card by himself.
(3) If you have misplaced your student ID, please get a new one in the office of Academic Department on Tuesday in each week. A one-inch photo and some cost of production are needed when making up a new one.
14.2. Campus Card
(1) The Campus Card functions as library card, meal card and pre-paid card to upload monthly Internet usage fee. All Students are required to obtain a Campus Card from the Campus Card Center located at Room 202, Administrative Building (行政楼D202,16:30 to 17:30 on every Monday, Wednesday and Friday). Student will be asked to take a picture for your Campus Card and pay 15RMB for it.
(2) If the campus card is misplaced, student should report the loss and freeze your account on the first floor of Eastern Canteen. Then go to the Campus Card Center to make another campus card and pay 15RMB for the cost of production.
14.3. Study Certificate
(1) Students may apply for a Certificate of Study either in Chinese or English in the office of School of International Education
(2) Students have to pay 10 RMB for each Certificate of Study.
14.4. Transcript
(1) All students will be issued with a transcript upon their graduation/completion of their study.
(2) Translation of transcript is available in the office of School of International Education as needed.
Chapter Six Visa and Residence Permit Application and Procedures
Visa and Residence Permit are one of the most important documents that enable you have a legal status to reside in China and pursue your studies.
1. Visa
1.1. Visa
International Students who will be studying in China for more than 6 months are required to obtain a Student Visa, also termed as ‘X’ Visa.(Important: The Student Visa/‘X’ Visa will only be valid for 30 days after the students’ arrival. Students must apply for a Residence Permit within these 30 days in order to obtain a legal status in China) Students who will be staying and studying in China for less than 6 months are required to apply for a Visiting Visa, also termed as ‘F’ Visa. Visiting Visa/‘F’ Visa holders are not required apply for a Residence Permit. If a student enters the country with a different visa, he/she must promptly apply for a Student Visa/ ‘X’ Visa or a Visiting Visa/ ‘F’ Visa.
1.2 Changing Visa
A. Who should apply?
Students who will be residing and studying in China for more than 6 months and do not have a Students Visa/ ‘X’ Visa.
B. When to apply?
Within the first ten days of their arrival
C. How to apply?
Students must submit the following documents to the School of International Education:
(i) Student ID card
(ii) Valid passport
(iii) Original copy of the University’s admission notification
(iv) Visa Application form for international students studying in China (also known as JW202/JW201 form)
(v) Registration Form of Temporary Residence
(vi) 1 passport size photo Students must have already paid their tuition fees in full prior to their visa application.
Students must collect ‘A Petition for Applying Visa for International Students’, with the University official seal from the School of International Education.
Students must submit all of the above documents together with the ‘A Petition for Applying Visa for International Students’ to Entry-Exit Administration Department of Sanya Traffic Police Division to change their Visa.
D. What will happen if students do not change their visa?
Without a valid visa, students do not have the legal status to remain in China as a student and you will face persecution charges by the Chinese Law.
1.3. Visa Extension
A. Who should apply?
Visiting Visa/‘F’ Visa holders who will be continuing their studies in China after the expiration date of their Visa.
B. When to apply?
One month before their current Visa expires.
C. How to apply?
Students must have already paid their tuition fees in full prior to their visa application.
Students are required to submit the following documents to School of International Education:
(i) Student ID card
(ii)Valid passport
(iii) Original copy of the University’s admission notification
(iv)Visa Application form for international students studying in China (also known as JW202/JW201 form)
(v) Registration Form of Temporary Residence
(vi) 1 passport size photo Students must collect ‘A Petition for Extending Visa for International students’, with the University official seal from the School of International Education.
Students must submit all of the above documents together with the ‘A Petition for Extending Visa for International students’ to Entry-Exit Administration Department of Sanya Traffic Police Division to extend their visa.
D. What will happen if students do not extend their visa?
If students remain in China after their visa expire and do not apply for an extension, they will be considered as an illegal resident in China according to Chinese Law and they will be persecuted accordingly.
1.4. Visa Application for International Student’s Spouse and Children
The spouse and children (younger than 18 years old) of International Students may apply for a Tourist Visa/‘L’ Visa that has a length of stay of 6 months or 1 year (with single, double or multiple entries). The students’ family members may extend their visa when it is near expiration. The family members are entitled to an unlimited number of visa extensions as long as the validity of their extended visa does not exceed the expiration date of the student’ Residence Permit.To extend the visa of the family members, please follow the procedures indicated below:
A. Submit the following documents to the School of International Education:
(i) A valid passport and Residence Permit of the student;
(ii) A valid passport and visa of the student’s family members;
(iii) Registration Form of Temporary Residence for both the student and the family members;
(iv) Relative certificate and birth certificates;
(v) 1 passport size photo of each of your family members.
Note: All certificates issued by foreign authorities will only be considered valid according to Chinese Law after they have received verification from the Chinese Embassy or Consulate in the students’ home country.
B. Collect the ‘A Petition for Applying Visa for the Family Member of International students’ from the School of International Education.
C. Submit all the above documents as well as the ‘A Petition for Applying Visa for the Family Member of International students’ to Entry-Exit Administration Department of Sanya Traffic Police Division to apply for their visa.
2. Registration Form of Temporary Residence
When students enter in China, they must apply for their Registration Form of Temporary Residence as soon as possible.
Students must submit all the documents following, and go to Sanya Lizhigou local police station to do the application procedures (the School of International Education can help to apply for it):
(i) Original copy of the University’s admission notification
(ii) Copy of valid passport
(iii) JW202/JW201 form
(iv) Qualification documents to receive international students from Sanya University
(v) Basic information of international students
(vi) Registration documents from Sanya University.
3. Residence Permit
3.1. Residence Permit Application
A. Who should apply?
Student Visa/ ‘X’ Visa holders who will be studying in China must apply for a “Residence Permit”.
B. When to apply?
Within the first 30 days of your arrival.
C. How to apply?
International Students must submit the following documents to the School of International Education.:
(i).A Petition for Applying Resident Permit for International Students,with the University official seal;
(ii). Visa Application for Study in China (JW202);
(iii).Copy of the qualification for recruiting international student in Sanya University, Basic information of the international student;
(iv).Copies of School Running License, Organization Code Certificate,Corporate Registration,
(v). Invitation Letter of Duly Authorized Unit;
(vi). The original valid passport, valid visa and their copies.
(vii).The original Health Certificate, Physical Examination Record for Foreigners and their copies;
(viii).Foreigner Visa Application Form (fill in by the international student at the Visa Office)
(ix).The original Registration Form of Temporary Residence for Visitors and its copy.
(x).One 2-inch photo;
(xi). Original copy of the University’s admission notification;
(xii).Visa fee: 800 RMB/person/year, 400 RMB/person/half a year. Invoices are for reimbursement.
All the above materials should be submitted five days before the visa is expired, and the international student has to come along together in Sanya Traffic Office Division to apply for Foreigner Residence Permit.
3.2. Residence Permit Expiration Date
The duration of Residence Permit is generally as long as the student’s designated duration of study. The validity of Residence Permit must not exceed the expiration date of the passport.
3.3. Extension of Residence Permit
A. Who should apply?
Visiting Visa/‘F’ Visa holders who will be continuing their studies in China after the expiration date of their Residence Permit
B. When to apply?
20 days before their current Residence Permit expires.
C. How to apply?
Students must have already paid their tuition fees in full prior to their visa application.
Students must collect ‘A Petition for Extending Resident Permit for International Students’, with the University official seal from the School of International Education.
Students are required to submit the following documents to the School of International Education:
(i) Student ID card
(ii) Valid passport
(iii) Registration Form of Temporary Residence
(iv) One passport size photo
Students must submit all of the above documents together with the ‘A Petition for Extending Resident Permit for International Students’ to Entry-Exit Administration Department of Sanya Traffic Police Division to change their Visa.
D. What will happen if students do not replace their Residence Permit?
If students remain in China after their Residence Permit expires and do not apply for an extension, they will be considered as an illegal resident in China according to Chinese Law and they will be persecuted accordingly.
3.4. Other precautions:
(1) If there is any change on the content of the Resident Permit, the student should go to Entry-Exit Administration Department of Sanya Traffic Police Division to apply for Changing the Residence Permit with A Petition for Changing Resident Permit for International Students provided by Sanya University within 10 days.
(2) International students should frequently check the expiry dates on their Visas and the Residence Permits. If extension is needed, they should inform the School of International Education 30 days in advance. If students remain in China after the expiration, they will be considered as an illegal resident and will face persecution charges by the Chinese Law.
(3) For the scholarship students who need to get back to their countries because of illness, or go to Hong Kong, Macao, Taiwan and other countries for traveling. They should ask their respective Embassy or agent at home country to inform Sanya University about it. Students can go to the Police Station to apply for the entry and exit procedures only with the consent from Sanya University.
(4) Except for the tours organized by Sanya University, students shall go to the police station to apply for the procedures for traveling if they want to go travelling by themselves to other cities in China, on the basis that they have got approval from the University.
(5)Visa and other documents for international students should be taken care of. It is forbidden to alter, damage them. Or else they will be punished according to Chinese laws.
4. Others
4.1. Replace Passport
When internationals students have replaced their passport, they should go to Entry-Exit Administration Department of Sanya Traffic Police Division to Change passport number within 10 days after they get the new passport.
Required materials and procedures: international student can apply in the office of School of International Education at first, and then go to Entry-Exit Administration Department of Sanya Traffic Police Division to do the procedures with the student card, their old and new passport, Registration Form of Temporary Residence, one Passport photo and A Petition for Changing Passport for International Students provided by the University.
If students have not gone through the procedures 10 days after they have replaced the passport, they will be punished according to the regulations prescribed in the Law of the People's Republic of China on the Entry &Exit of Aliens
4.2. Replacement of Lost Passport
(1) When students have found and made sure that they have lost their passport, they should report loss of passport to the School of International School and the local police station and obtain a receipt of the report.
(2) Report with the receipt to the Entry-Exit Administration Department of Sanya Traffic Police Division and obtain a confirmation of lost passport.
(3) Go with the confirmation of lost passport to the embassy or consulate of the applicant’s home country stationed in China to apply for a new passport.
(4) Student should to go to Entry-Exit Administration Department of Sanya Traffic Police Division to replace their visa or Resident Permit 10 days after he has got the new passport.
(5) If the students have lost their passport and do not report loss of it and apply for a new one, they will be punished according to the regulations prescribed in the Law of the People's Republic of China on the Entry &Exit of Aliens.
4.3. Cancelling visas or Resident Permit
When the international students have left the school, transferred to another school or stopped their class, etc. which need to cancel their visas or Resident Permit, they should change their visa to 1 month travel visa(L visa), or else they will not be allowed to do change their student status. Take the student card, their visa, Registration Form of Temporary Residence, one Passport photo and A Petition for Cancelling Visa or Resident Permit for International Students provided by Sanya University to the Entry-Exit Administration Department of Sanya Traffic Police Division to cancel their Resident Permit
Chapter Seven Campus Life
1. Accommodation
1.1. For the convenience of international students, there are Single room and Double room for the international students’ choice. The facilities and its corresponding expense are shown in the following chart.

1.2. Principally, international students should live in the international students’ dormitory. For those who have to live outside the campus shall have lived in the campus at least for half year, and shall get the approval of the School of International Education. Afterward, students shall register on the Security Department and go to Entry-Exit Administration Department of Sanya Traffic Police Division to change their address for Resident Permit. Only then can the students live outside the campus, otherwise, they will be punished.
1.3. To better implement unified management, dormitory for spouse is not provided.
2. Food & Beverage on campus
2.1. There are in all six canteens on the campus for the students’ choice. They are Eastern canteens, North No.1 Canteens, North No.2 Canteens, North No.3 Canteens, North No.4 Canteen, and South Canteen. Each canteen provides different kinds of foods for choice.
2.2. The food is paid by student card. Students can go to the first floor on Eastern Canteen to recharge their cards.
2.3. Relevant rules, such as no noise, no entering into the kitchen, no breaking canteen facilities and dining utensils, and keeping in order when buying meals, should be complied with when dining in public canteens.
3. Library
3.1. The library in Sanya University consists of Shu-hai Building, Shu-hai Branch Building and Shu-shan Building which is still under construction. The library has a collection of more than 1.3 million volumes,among which 650 thousands of are paper books, and 640 thousands are e-books. It has 4835 kinds of journals, which can meet the needs of the teachers and students to be access to various kinds of resources and information.
3.2. The library is open to the international students. Students can borrow books with their student cards.
3.3. International students should observe the rules and regulations on the library when entering into the library. Bring the student card and consciously accept the inspection on the request of the working staff. When there is any problem in borrowing books or using the library, students can turn to the working staff for help.
3.4. Student can borrow 10 books at most from library. The date of expiration for each book is 30 days. All the borrowed books can be renewed for another 30 days, and the renewal procedures should be applied 3 days before the book is expired. Students have to pay demurrage for the overdue books. Bring the student card and the books to be renewed to the library to renew them, or you can renew it online. Books cannot be renewed in the following situations:
1) Overdue books;
2) Its corresponding student card has been reported the loss;
3) Students card has not paid the demurrage fee for more than 5 RMB;
4) The books have been destroyed;
5) Students have not brought the student card or the book;
6) The book has been reserved by others.
3.5. Opening hours in the library:
(1)Time for the office、the Purchasing& Cataloguing Department、System and Reference Consulting Department:8:00-11:50 in the morning and 14:40-18:00 in the afternoon from Monday to Friday.
(2)Borrowing and returning books:
Shu-hai Hall:8:00--18:00 from Monday to Sunday
Shu-hai Branch Building:8:00—18:00 from Monday to Saturday(The afternoon on Wednesday is closed)
(3)Reading Room:8:00—22:00 from Monday to Sunday(The afternoon on Wednesday is closed.
(4)Digital Reading Room: 19:00-22:00 from Monday to Sunday. 15:00-22:00 on Saturday.
(5)Online digital resources are available all day long.
(6)Prior notice will be given for holidays and summer and winter vacations.
4. Communication
4.1. There is a post office on campus (which is opposite to the eastern canteen). It can deal with domestic postal business and accept of international postal business. Besides, there are agencies of several express companies such as STO, YTO, ZTO, and YUNDA, which can also deal with sending or receiving business.
(1) When someone sends you something via post office, the worker in the Post Office will give you a call to inform you about the arrival of it. To get your mail, students need to present photo ID (Student ID Card or Passport) to the Post Office within the supposed time. If the package or letter is sent through express company, the worker in the company will call you to pick it up within the supposed time. You can also ask the worker to give you a home delivery service which you have to pay 2 RMB for it.
(2) Domestic mails can be sent either in Post Office or by express company. Express company usually provides door-to-door service.
(3) International mails can be sent by express companies which provide door-to-door service. Mails can also be sent at Post Office outside campus (e.g. the one near the General Bus Station).
4.2. Letter Address Format
(1) The address of Sanya University may be written in English or Chinese.
For example:
(2) For letters that are to be sent domestically, please use the following format that includes the name, the address and the zip code of both the recipient and the sender. Write the zip code of the recipient on the top left corner of the envelope.
(3) The address format for sending a mail.
For an international mail, you can write the address according to international standard written format.
4.3. Mobile Communication
There are the agencies of China Mobile, China Union and China Telecom on the campus. Students can buy a phone card in any of them with their passport. They can use the card to make and answer a call, or to receive and send a short messenger. They can also open some related mobile phone business such as wireless application, international calls, etc.
4.4. International Call
Since it is expensive to use the card of China Mobile, China Union, and China Telecom to make an international call (about 8RMB/min), students can buy 17950 card which is made by China Mobile and shall be used only by the client of China Mobile. It is comparatively cheap (1RMB/min) to make an international call.
Students can also use Skype or MSN, etc., to communicate with their relatives and friends.
5. Banks and Foreign Currency Exchange
(1) Ren Min Bi (RMB) is the sole legal tender of China. The unit used for the RMB is Yuan and it has the smaller denominations of Jiao (1 Yuan = 10 Jiao).
RMB is issued in both note and coin forms. The paper notes come in the denominations of 100 Yuan, 50 Yuan, 20 Yuan, 10 Yuan, 5 Yuan, 2 Yuan, 1 Yuan, 5 Jiao, 2 Jiao and 1 Jiao; and the denominations for coins are 1 Yuan, 5 Jiao, 1 Jiao.
(2) Currency Exchange:
Students may convert the following foreign currency - Pound Sterling, Hong Kong Dollar, American Dollar, Euro, Japanese Yen, Canadian Dollar and Australian Dollar ? into RMB at the banks. Students can go to the Bank of China, Industrial and Commercial Bank of China, China Construction Bank and Agricultural Bank of China in the downtown to exchange currency or do other business. For safety consideration, do not exchange money on the streets for this is an illegal act and students may get conned.
If you are a holder of a credit card that is a CIRRUS or plus network service provider, you can withdraw RMB-cash from any ATM machine belonging to the Bank of China. Keep in mind that you have to pay a transaction fee every time when you withdraw the money.
(3) There are ATM machines for Bank of China, Agricultural Bank of China and Industrial and Commercial Bank of China distributed among the campus. There are ATM machines for Bank of China and Agricultural Bank of China in Administrative Building. There is only ATM machine for Bank of China in North No.2 canteen. There is only ATM machine for Agricultural Bank of China in North No.3 canteen, and the Shopping Center scatters Bank of China and Industrial and Commercial Bank of China.
6. Extracurricular Activities and Holiday’s Recreation
6.1. For the convenience of the students, there are the following service facilities distributed on campus: supermarket, agencies for China Mobile, China Union and China Telecom, ATM for Bank of China, Agricultural Bank of China and Industrial and Commercial Bank of China, etc.
6.2. There are Sports facilities such as swimming pools、gymnasiums、tennis courts, basketball playgrounds, football fields、volleyball courts and the like on campus. International students can use these facilities according to related regulations in the University.
6.3. International students can take the feature courses which are offered by the School of Arts, Conservatory of Music and School of Physical Education as elective courses.
6.4. International students are encouraged to join in any extracurricular activities organized by the Chinese students, such as performing, sports and so on. They are also welcome to take part in the various activities in celebration of Chinese festivals.
6.5. There is a school-wide Sport Festival which is regularly held in the end of each year. To strengthen the students’ physique and enrich their extra-curricular life, School of International Education will organize the international students to take part in it.
6.6. Abundant and colorful extra-curricular activities such as Arts Festivals are regularly held each year. International students can further understand Chinese culture and improve their Chinese ability by taking part in them.
6.7. In order to make international students to know more about China, the distinctive cultural characteristics and customs of Hainan, group tours and practical activities for the international students will be organized periodically.
6.8. International students are to enjoy the same school holidays as the Chinese students. The University does not schedule any school breaks for foreign holidays/celebrations. Students may find the holiday schedule of each academic year on the academic calendar. School of International Education will make an announcement about the details of the holiday schedules shortly before the breaks take place. International students can go for travelling to enrich their life in China during these holidays.
6.9. Each international student will have an English major student as his/her partner, who will help his/her life and study in Sanya University.
6.10. The following are the prominent holidays that are included in each year’s holiday schedule (winter and summer break are not included).
January 1st (New Year’s Holiday), with 3 days off
April 4th (Tomb-sweeping Day) with 3 days off
May 1 (Labors’ Day) with 3 days off
Fifth May in Chinese lunar calendar (the Dragon-Boat Festival) with 3 days off
August 15th in Chinese lunar calendar (Mid-Autumn Festival) with 3 days off
October 1 (National Day Holidays) with 7 days off.
7. Travel in China
International students can go traveling in their spare time. All international students should report to the School of International Education the location of their vacation prior to leaving the University, and apply for the procedures for travelling in the police station. Students should make sure about their destination where they will go.
When traveling in China, students must bring along their passports and take care of their belongings.
The travel destination must be one that is open to visitors/foreigners. Students must not enter restricted areas/regions that are prohibited to visitors/foreigners without obtaining prior approval from the Chinese authorities. Otherwise, they will face persecution by the Ministry of Foreign Affairs of the People’s Republic of China. Students who need to enter the restricted areas/regions for research purposes must apply for the appropriate authorization in order to set foot into these places.
Students can only go to travel in the weekend, holidays or the Summer/Winter holidays. During study time, students are not allowed to go traveling.

8. Insurance and Medical Treatment
8.1. Comprehensive Insurance for International Students
(1)All international students who are to study in Sanya University should have an insurance.
(2)International student who has already bought international insurance in his country shall submit the copies of relevant materials to the School of International Education for record.
(3)For international student who has not bought any international insurance in his country, the School of International Education will introduce the Comprehensive Insurance for International Students to him, which includes insurances for medical treatments of accidental injuries and hospitalization at least;Insurance expense is 600RMB/ year, 300 RMB/ half year, which has to be paid by the students themselves. Only public hospitals of the People’s Republic of China are applicable for this insurance.
(4)Students are advised to promptly contact the teacher at the School of International Education for insurance claims if hospitalization is needed for them due to accidents or sickness. The expenses for hospitalization shall be paid by the student at first during the treatment and the following materials are needed to apply for insurance claims:
A. Discharge Summary
B. Hospital Certificates of Diagnosis
C. Receipts of hospitalization expenses
D. Lists of Total Hospitalization Expenses
E. Clinical History and Receipts of payment (if there is clinic services pre or post hospitalization.)
8.2. Sanya University has a school clinic on the campus. International students can be treated at the hospital for minor health problems.
8.3. If necessary, international students can seek treatment from off-campus hospitals. Provincial or municipal public hospitals in Hainan are recommended.
8.4. For medical emergency, please call Emergency Center Number: 120.
8.5. Students will have to pay any medical expenses themselves.
Chapter Eight
Sanya University Rules and Regulations
1. Regulations on Classroom
Article 1 Classroom should only be used when it is necessary. Individual students or classes cannot use or change classrooms without College’s authorization.
Article 2 Class begins promptly at the scheduled time.Students are expected to be on time. They should not leave classroom without reason during a class;other than that,late comer should let the teacher know the reason why he or she was late and he or she is able to enter the class only with the teacher’s permission.
Article 3 Students’ clothing should be neatly presented during class;behaviors,like wearing vests or slippers,are prohibited in any classroom.
Article 4 During a class,students should earnestly listen to the teacher's lecture,and raise their hand before asking any questions.
Article 5 Keep quiet when the teachers are having their classes. Smoking is strictly forbidden in classroom.
Article 6 Keep the classroom clean,don’t throw garbage and spit everywhere in campus.International students should clean up their own waste at their own initiative.
Article 7 Seats reservation for others is not allowed in classroom.
Article 8 Students should save power,switch off the power supply when all the students will leave the classroom.
2. Regulations on Management of On-campus dwelling for International Students
In order to make sure that the international students may have a better learning and living environment in Sanya University, and to ensure the personal security of international students and their belongings, all the residents in Sanya University are expected to observe the following regulations:
Article1 Dwelling students must sign a dwelling contract and secure a dwelling registration card.
Article2 Students must dwell in the designated dormitory buildings and rooms. No one is allowed to move into a student dormitory or change his/her dwelling room/bed without the approval of the Dormitory Management Center.
Article3 In principle, student dormitory buildings do not provide additional rooms for students’ dependents like spouse or children. Those who have dependents to live with them must make a prior request to International College and the Dormitory Management Center. Such dependents will not be able to move in until the approval is obtained and certain expenses paid.
Article4 Attention should be paid to energy efficiency, water conservation. Dwelling students must pay accommodation fees, water & electricity fees, etc. in a timely fashion.
Article5 Students should take care of their belongings and lock the doors when going out. Large amount of cash can be deposited in the bank.
Article6 Keep the dormitory clean and tidy. Chairs in public places are not to be moved away. Ensure personal and public hygiene. Graffiti or sticking things on the wall or the door are prohibited. Pouring water out of the window or littering is not allowed. Keep the corridor and passage-way unblocked.
Article7 If room cleaning service is needed, one can give an order to the service desk.
Article8 Dwelling students must cooperate with the University for matters such as remolding or changing the use of the dormitories/rooms. They must follow the unified arrangement of the University when there is a need to re-arrange their dwelling places.
Article9 Dwelling students must consciously maintain dormitory security, enhance their security and law awareness, and improve their ability of precaution, self-aid and evacuating from disastrous situations.
Article10 Those dwelling students who detect an accident, such as fire and fire alarm, shall timely take actions like giving an alarm and evacuating from the site. Those who run into a criminal or public security case or the like shall keep the scene intact, contact the Security Department and School of International Education immediately and provide necessary assistance.
Article11 Dwelling students should not put up other person in their dormitory. If they do so and this act causes any loss of private or public property in the dormitory or physical injury of other dwellers, the doers will have to bear legal and compensation liabilities.
Article 12 Dwelling students must pay attention to anti-theft security and take good care of their personal articles; they shall neither lend their dormitory keys to others nor change their door locks or fit an additional lock without permission. They must inform the Dormitory Management Center immediately if their key is lost.
Article 13 Dwelling students shall consciously comply with regulations on visitor reception in dormitories and on dormitory security management, and shall consciously cooperate with the managerial staff. Visitors must register with the duty room and comply with relevant regulations on visitor reception management.
Article 14 To maintain good operational order and keep dormitory facilities and equipment running well, dormitory management personnel are to execute relevant inspections or check-ups on regular or irregular basis.
Article 15 An infectious disease declaration system is effectuated in student dormitories. Anyone who contacts any of the infectious diseases specified in the Law of the People’ s Republic of China on the Prevention and Treatment of Infectious Diseases shall report on his/her own initiative to managerial personnel in his/her building. Students who find a suspectable infectious disease patient in the dormitories should report to the managerial personnel timely. Infectious disease patients, pathogen carriers and suspectable infectious disease patients must follow the medical instructions and advice from the University hospital and actively cooperate for necessary medical and accommodation arrangements before they are cured or the suspicion removed.
Article 16 Dwelling students are expected to consciously protect public sanitation and help create a clean, tidy and orderly dwelling environment. They should dump indoor garbage directly into designated barrels, or take bagged garbage timely to designated garbage stack, put dangerous wastes into designated storage site. Please consciously take good care of the greens around the dormitories.
Article 17 Dwelling students should respect with each other, consciously maintain public order, comply with the daily schedule and form a good habit for learning and studying.
Article 18 Business and other associated activities are prohibited in student dormitories. No individuals or organizations will be allowed to hold profit-oriented or fee-collecting activities such as pyramid selling in student dormitories without the approval of the dormitory management. Students who need to conduct non-business operations of publicity must hang posters or make arrangements in designated area, after obtaining the approval from the Dormitory Management Center.
Article 19 Students must make proper use of water/electricity facilities, doors, windows, furniture, fixed telephone and a variety of other facilities and equipment in their dormitory building and dwelling rooms.
Article 20 Furniture used by an individual in the dwelling room must be properly kept by the user. Shared furniture must be jointly taken good care of by those who share it. Without the consent of the Dormitory Management Center, no furniture equipped in the rooms by the University should be lent to others, and no self-provided furniture or furniture from other places moved in and used in the student dormitory. Without the Dormitory Management Center’s consent, no furniture, facilities or equipment in the dormitories can be dismantled, displaced, or discarded.
Article 21 The dormitory management personnel on each building is entrusted by the University with the task of sorting, counting, checking and repairing dormitory facilities and equipment at irregular intervals. Students who find any facility or equipment damaged or lost must contact the managerial personnel in dormitory duty room for repair or replacement. Full compensation shall be made for any facility or equipment damage, and the responsible persons must bear the cost for repair or replacement.
Article 22 Students must pay attention to the safe use of electricity. Electrical appliances equipped in dormitories can not to be repaired or dismantled without permission; damage of facilities or equipment caused by improper use will be borne by the user. Students should purchase and use certified electrical products made by accredited manufacturers. Dormitory management personnel are entitled to stop those electricity consuming activities which are in violation of regulations.
Article 23 A dwelling student who is to install and use an electrical appliance with rated power over 200 watts in the dormitory must make an application to and be approved by the dormitory management office. The applicant should sign a pledge for safe electric consumption.
Article 24 For installation of a high-power electrical appliance, the applicant must, along with the high-power electrical appliance installation permission from the Dormitory Management Center, have the installation professional worker to install it in the designated place. In case of a breakdown arising when the appliance is in operation, the user must contact the manufacturer or a professional for repair and shouldn’t dismantle it at will.
Article 25 Students should follow the layout specifications of their dwelling rooms, and decorate their dwelling rooms in a healthy and elegant style.
Article 26 Dwelling students shall comply with College disciplines, regulations, etc. Violators will be treated in accordance with relevant articles.
Article 27 Students who are to withdraw from dormitory should go through the withdrawal formalities with the Dormitory Management Department. For those who wish to withdraw ahead of time for reasons like graduation, completion of a course of study, dropping out from the school, dismissal, suspension, transfer to another school or leaving China, refund of the paid accommodation fee will be granted for the remaining months (not including the month when the request for the withdraw is submitted). For those who withdraw for other reasons, accommodation fee for a half semester will be charged for dwelling time less than a half semester and that for one semester will be charged for dwelling time more than a half semester but less than one semester. Temporary dwelling outside the designated dormitory buildings because of internship shall be treated the same as normal dwelling in school and therefore no withdrawal treatment will be granted. Students who have had withdrawal formalities settled must remove all their personal articles out of their dormitory within a period of 3 days starting from the date on which the withdrawal formalities are complete. Those who fail to move out by designated time limit without valid reasons will be deemed as staying in default and their belongs will be moved out in accordance with relevant regulations of the University.
Article 28 Students withdrawing from dwelling in their dormitories should comply with relevant disciplines and regulations. When moving out, they must take good care of the dormitory property and facilities, cooperate with personnel in checking the facilities and equipment, and make all deferred payments or compensation before leaving.
Article 29 Interpretation of this document shall be the responsibility of School of International Education and the Dormitory Management Department.
3. Regulations on Management of Off-campus dwelling for International Students
Article 1 International students are expected to dwell in a dormitory of the University in normal cases. Those who do need to dwell off campus must apply first to the School of International Education and go through relevant off-campus dwelling formalities in accordance with the regulations of the entry & exit administration of the public security bureau.
Article 2 The following preparations need to be made in advance for getting approval of off-campus dwelling:
(1) International students who lease a private living place shall ask the landlord to produce a Public Security License and enter into a lease contract with the landlord.
(2) International students who dwell in a guest house, hotel or leased apartment shall provide a relevant certificate specifying the dwelling period from the property branch.
(3) For international students who lodge at their kinfolk’s or friend’s places:
3.1 Relevant information about their kinfolk or friend must be provided, including his/her name, address, relationship with the student and valid credentials.
3.2 The kinfolk or friend must sign a written letter of guarantee for the student and willingly agree to:
a) have the student dwell at his/her place;
b) bear relevant legal liabilities.
Article 3 Procedures of off-campus dwelling registration:
(1) Sign a tenancy agreement with the landlord.
(2) The student must, first of all, submit an Application Form for Off-campus Dwelling for International Students at Sanya University to the School of International Education and provide relevant documents, such as lease contract for verification. After obtaining the consent from School of International Education, the student should make a record in the Security Department of the University.
(1) Go the local police station to apply for the Registration Form of Temporary Residence with the Application Form for Off-campus Dwelling.
(2) Go to the School of International Education to apply for the document to change the address of Resident Permit with Registration Form of Temporary Residence.
(3) Go to the Entry-Exit Administration Department of Sanya Traffic Police Division to change the address of the Resident Permit.
(4) The student must also go to the School of International Education to have his contact information, such as domicile telephone or cell phone number recorded.
Article 4 International students who change their off-campus dwelling places must go through the foresaid procedures once again.
Article 5 When being unable to come to the campus for teaching activities due to illness or private business, international students who live off-campus should go through the ask-for-absence formalities in accordance with the relevant regulations of Sanya University.
Article 6 When dwelling off campus, international students must pay attention to personal and property security; they must not use rule-breaking electric appliances. When running into suspectable persons or in case of emergency, they should contact immediately relevant security personnel or police.
Article 7 When dwelling off campus, international students must strictly comply with Chinese laws and regulations and must not engage in activities endangering national security of China or in violation of Chinese laws and relevant public security regulations.
Article 8 School of International Education will work with public security sectors at irregular intervals for paying security visits to international students’ off-campus dwelling places. International students should cooperate and provide assistance in those visits.
Article 9 International students who come into an emergent situation when dwelling off-campus should contact the police station and relevant staffs of School of International Education immediately and provide possible cooperation for investigation.
A. Regulations on the Library
Library is the resources & information service center. In order to creative a quiet and civilized learning environment, readers should pay attention to following items.
Article 1 International students should show their library card before they entering library.
Article 2 International students should use their own library cards. They can't lent their cards to others. Once who is found to have used others’ library card or forge a library card will not be allowed to borrow books from library.
Article 3 Don't bring foods or drink into the library. Eating, smoking, and fire are forbidden in the library.
Article 4 Please put the umbrella at the gate of the library, or put it into the storage box with a plastic bag to avoid getting the ground of the library wet, or making someone slip and fall, etc.
Article 5 Have a civilized behavior and a neat appearance. The unkempt reader is declined to enter the library.
Article 6 International students should keep quiet while in the reading room. Please turn off your Mobile Phone or mute it before your entry to the library. Don’t answer or make a call in the Stack Room, Reading Room and Studying Room.
Article 7 Amorism and Intimacy behavior beyond conventional is prohibited in the library.
Article 8 Treasure all public books, periodicals and properties in the library. Tearing up,altering, breaking and defiling the books is strictly prohibited.
Article 9 Students can’t occupy seats by the books or other things.The seat can be taken by anyone if someone put books or other things to occupy it without using it for more than 20 minutes. This kind of behavior will also be criticized by the working staff in the library. The library will not be responsible for safekeeping the things used to occupy a seat. Once it is lost, it is at the students’ own peril.
Article 10 Students should enter and leave the library through the check point. When the alarm sounds, please cooperate with the library personnel during their inspection.
Article 11 Taking any book out the library without borrowing will be considered as stealing, which will be strictly punished according to relevant regulations.
Article 12 Students should not lie resting in the seats of the library.
Article 13 It's prohibited to carry any hazardous materials into library.
Article 14 Students who is drunk or with obvious peculiar smell is declined to enter the library.
Article 15 Keep the library clean. No spitting and no smoking. Don’t drop litter freely.
Article 16 Students are not allowed to post or distribute advertisements or leaflets in the library without permission
B. Regulations on Management of Work-study Program for International Student
In order to adapt to the development of international students Education, further promote the work for enrolling international students, strengthen the management of international students work-study programs and maintain the legitimate interests of international students, Sanya University has formulated the following regulations according to the actual situation in our school:
Article 1 The nature of Work-Study Programs
Work-Study Programs means international students in the University take their part-time to provide a certain amount of mental or physical labor service on campus or off campus on the condition that it doesn’t affect their normal study and get paid to subsidize the cost of their study.
Article 2 The requirements for students taking part-time jobs while studying at Sanya University.
(1) Officially registered students in Sanya University;
(2) Students should pass every examination;
(3) Students should have the Comprehensive Insurance for International
Students.
Article 3 The time provisions and the scopes of work
(1) within 20 hours per week during the school hours;
(2) within 8 hours per day during the regulated holidays;
(3) for those activities such as joining in the production of radio, film and
television program, attending commercial performance are not included in work-study programs;
(4) All students who are to take a part-time job while studying at Sanya
University must take those activities which are allowed by the laws and regulations of China.
Article 4 The application and registration for work-study program
(1)Students who are to take a part-time job while studying at Sanya University shall apply and register in the School of International Education in advance, and then fill in the Application Form for International Student Taking a Part-time Job While Studying at Sanya University. Only after getting reviewed and approved by Entry-Exit Administration Department of Sanya Traffic Police Division and Office of International Exchange and Cooperation in Department of Education of Hainan Province, can the students take it.
(2) Students shall provide the following materials to the School of International Education when applying: the agreement signed with the employer(write clearly the date, content, time, remuneration and the time to pay remuneration), passport, student card、the copy of Resident Permit.
(3) Students should keep the related documents involved with the working date, time, remuneration and others, and should abide by the Labor laws and other laws and regulations in China.
Article 5 Accidents and dispute resolutions during work-study activities
(1) If students got injured or have an accident when working, they should report it to the School of International Education immediately and notify to the Foreign Affairs Department, police station.
(2) Any dispute occurring between the students and the employer should be settled through negotiation. If it can’t be solved by negotiation, they can go to the labor dispute arbitration institution for arbitration. School of International Education can provide language help and policies consultation when resolving the dispute.
Article 6 In the case of any provision hereof that is inconsistent with national laws and regulations, the latter shall prevail.
6. Security
6.1. Security Regulations and Advice
Article 1 Traffic safety: Comply strictly with traffic rules and regulations. No driving or biking while drinking alcoholic beverages. Motorcycle, fuel-powered moped and high-powered battery bike is not allowed on campus. No carrying of others while biking. No speeding.
Article 2 Prevention from fire: In school dormitories, use of super -high power electrical appliances is strictly prohibited. Hazardous articles are not allowed to be taken into the dormitories and stored. Electric wires shall not be extended and connected arbitrarily without permission, and use of fuel gas is strictly prohibited. Students dwelling off campus are strongly advised to use the electricity and gas safely.
Article 3 Protection against theft: Secure doors and windows when getting out. Properly take care of the credentials, money and valuables when shopping outside or taking a public conveyance. Do not go to desolate place alone. Putting up others for the night without permission is not allowed.
Article 4 Dietetic hygiene: Do not buy beverage and food from where no hygienic license can be provided.
Article 5 No alcoholism: Do not have excessive drinking in dormitory or go out for drinking late at night.
Article 6 No Smoking: Smoking at public places like classroom, dining hall and elevator is strictly prohibited.
Article 7 Prevention of infectious diseases like flu: Please go to a hospital for treatment and inform the teacher responsible for your class as soon as symptoms like cold and fever appear.
Article 8 Protection against natural disasters: take measures to ensure your personal safety in case of disastrous weather like lightning stroke and rainstorm.
Article 9 Prevention of psychological diseases: Build up a mental health consciousness, enhance psychological adjustability and adaptability, and go timely to a hospital or psychological consultation office for help in the event of psychological perplexity.
Article 10 Avoidance of disputes: help to make your dormitory a quiet and comfortable place. Do not speak loudly. Do not play sound equipment in high volume. Retain self-control when coming into conflict with others. Ask relevant managerial personnel to mediate and settle the dispute instead of having it in a reckless way.
Article 11 In case of emergency, please remain self-possessed while contacting departments of public security as well as the staff in School of International Education.

6.2. Responsibility Pledge for the Security of International Students
To maintain good study order at Sanya University, protect personal security of international students and ensure that they can complete their schooling smoothly, this safety reminder is hereby provided in accordance with relevant Chinese laws, codes and relevant regulations of the University. International students who violate any of the following provisions or ignore the relevant safety tips must take appropriate consequences.
Article 1 Comply with Chinese laws, codes and the rules and regulations of the University. Respect Chinese social morality, folkways and customs.
Article 2 Residence Permit, its change, extension and other formalities must be settled timely in accordance with relevant provisions of public security sector.
Article 3 Students shall ask for permission from the School of International Education for residing off campus and sign a house rental contract with the owner afterwards. They shall go through registration formalities with local police station within 24 hours from move-in and register with the international student office, along with a temporary residence registration sheet issued by the police station. When residing off campus, they shall comply with relevant regulations of the administrative department of the dwelling place, cause no impact on the life of nearby residents, pay attention to traffic security, public security, fire safety and personal and property safety, and pay attention to water, electricity and gas usage safety.
Article 4 Students shall comply with dormitory management rules and regulations when living in dormitories on campus. Help make the dormitory a quiet and comfortable place. Do not speak loudly or play music and TV in high volume. Do not exchange/transfer rooms/beds without the consent of the dormitory management. Do not raise pets. Do not have visitors stay in the dormitories after 11:00 pm.
Article 5 In the dormitories, use of high-power electrical appliances like electric cooker and electric heater or those that are liable to cause fire such as electric blankets is prohibited. No open-flame utensils shall be used. Storage of flammable, explosible or toxic articles and other dangerous articles is prohibited. Smoking is prohibited indoors.
Article 6 Breakage, dismantling or refitting of equipment and lines in the dormitory building or rented house is prohibited. Take good care of fire facilities.
Article 7 Secure doors and windows when leaving your room; do not simply give your room key to somebody else to avoid unauthorized duplication.
Article 8 Do not go out late at night for excessive drinking or entertainment. If you do need to go out or return very late at night for something special, please tell your friends in advance and keep quiet when getting back so as not to disturb others.
Article 9 Utilization of your dormitory or rented house for activities against laws and College regulations is strictly prohibited.
Article 10 Properly keep your personal belongings safe. Deposit surplus cash in a bank; do not tell others about your bank account password. Do not leave your valuables carelessly at public places like classrooms and libraries.
Article 11 Strictly comply with traffic rules and regulations. Do not ride motorcycles, fuel-powered moped and high-power battery bikes. Driving a motor vehicle without license, driving a car after drinking, driving rapidly on campus and carrying someone else while biking are all strictly prohibited.
Article 12 Do go to a bank for currency exchange; do not exchange currency with a private store or an individual. Currency exchange with an unauthorized store is an unlawful act.
Article 13 To take a taxi, do choose one affiliated to an accredited taxi firm and ask for of a receipt.
Article 14 Do not set off fireworks and firecrackers or barbecue food on campus or in a dormitory.
Article 15 Swimming at non-accredited swimming places like river, lake and reservoir is strictly prohibited. Do not tour around a place in threatening natural conditions.
Article 16 Gambling, excessive drinking, physical fight and other behaviors that disturb the working, education, research order of the University or the normal life of the faculty and students are strictly prohibited.
Chapter Nine Procedures for Leaving School
Graduating International Students are required to obtain a “Form for Leaving the School” from the School of International Education one week before they leave the school. International Students need to complete the following procedures before leaving:
1. Cancel both your student ID and your Campus Card.
2. Return the borrowed books and cancel your library account in the Library.
3. Settle all financial affairs with the University’s registrar.
4. If you live on campus, check out from your student apartment.
5. Visiting Students and Short-term Chinese learners also need to go to their departments to complete related procedures and then submit a 2-inch photograph to School of International Education one week in advance for their Certificate of Completion to be processed.
6. Obtain the transcript and other credentials in the School of International Education.
7. All international students must leave the University within 15 days after their graduation or the completion of their program.
8. Failure to complete the above procedures will result in the student’s ineligibility to receive his or her Certificate of Study, transcript, and the certificate of his/her degree.
